Mobile Maintenance APP - Can Zero Hours Charge Time be restricted/disabled?

The Mobile Maint APP allows the user to transact 0 (Zero) hours on Charge Time.

Is there a profile option to disable Zero hours transactions to be committed or a way to restrict users from commiting Charge Time transactions with 0 hours?
