Asset Numbering

I created a manual asset and used a number of 25000. According to note 469359.1 (FAQ: Automatic Asset Numbering):

If an asset number is assigned manually, what number will receive next assigned asset?

If an asset number is assigned manually then the sequence will increment its last number by 1.  

I created another asset without a value in the Asset Number field on the Quick Additions form. The number assigned came from the sequence defined in the System Controls form. Based on the answer to the above question, I was expecting the asset to be assigned number 25001.

If you're manually numbering assets, do you have to assign that number yourself to each asset? If that is the case, then what is the question from the FAQ note referring to?
