User friendly domain labels in RPAS 16.0.3.181

The "user friendly" domain labels works for master domain, but doesn't for local domains.

The file MultiSolutionBundle.properties has entries as below:

IPFP_G004.Domain.master.label=IPFP Global Womens

IPFP_G004.Domain.domainidx_0.label=1, Mens Designer App

The 2nd label does not show up in the Fusion UI, it shows the domain number.

This was working in RPAS 15.0.0.1. Any thoughts?
