'Certification already renewed' error in Self Sv Learning, subscribing to Unsubcribed Certification

Using EBS Oracle Learning Management, self-service users unsubscribed from a certification get error "This certification is already renewed" when trying to subscribe again to the certification. This was found in v12.2.9 UAT, but exists in our live 12.2.5 EBS also.

Has anyone else seen this scenario and error?
