Why does datamodel.cmd return an exit code of 0, but error Level is a 1?

When I run datamodel.cmd uploadrpd I get:

Operation successful.

RPD upload completed successfully.

System exit code: 0

but when I run %errorLevel%

I get a 1.

I'm trying to automate this with Octopus, but it is returning an error of 1 causing the step to fail.
