How to close requisitions that are not fully sourced?

Hi. In PeopleSoft Purchasing, under Requester's Workbench, there's an option to mass select and close Requisitions. A lot of Reqs though end up as un-qualified for closing with the log message of "The requisition may not be closed because it is not fully sourced."

How can one close such reqs? These are old reqs that are not needed and have pre-encrumbrances.

Any advise is appreciated.
