Login Error Message - Supervisor Self Service not Available

Oracle EBS 12.1 - Employee attemptsin to Oracle and instantly receives an error message stating Supervisor Self Service not Available.  Employee was a Supervisor but no longer is.  Supervisor Self Service responsibilitnd Dated.  After reactivating resonsibility employee was able to login with no issues.  Any thoughts on this would be appreciated.
