SI "Cannot Add Support Identifier" - How to open a non-technical SR to address this.

We have some special SI's for things like Give Service etc where I have users who are no longer affiliated with the customer. This is coming up on an attempt to remove old MOS account access.

In this example SI 16893744 has a user or users that are assigned to this account. I have a large list of users to remove.
