ACA Offer of Coverage

We implemented PeopleSoft HCM 9.2 in 2019 and I am working on the ACA setup. My test system has all the patches.

When I run the Data Extract and view the Employee Transmittal data, the system is populating the ACA Offer of Coverage boxes with 1H when I should see 1A because our coverage is a Qualifying Offer for Minimum Essential Coverage and Minimum Value. I am guessing my setup is incorrect somewhere. What does the system look at to determine the Offer of Coverage codes? Also, the system is not utilizing the All 12 Months box and just indicating each month separately.
