database ETCC patches, current or superseded?

in Install, Upgrade, Clone, Patch - EBS (MOSC) Question

I need to apply the ETCC patches now. The Oct patches are not in the Oracle E-Business Suite Release 12.2: Consolidated List of Patches and Technology Bug Fixes (Doc ID 1594274.1) note.

The patches that show up when i run the ETCC are these:

DB Tier

Missing bug fixes

30758943

31001106 - Patch31307682 - Database Proactive Bundle Patch 12.1.0.2.200714

Patch 31307682 has been superseded by the Oct 2020 patch

31307682: DATABASE PROACTIVE BUNDLE PATCH 12.1.0.2.200714

Superseded - 31718813: DATABASE PROACTIVE BUNDLE PATCH 12.1.0.2.201020

Do I apply the superseded patch even though it is not on the Note:  1594274.1. I've had mixed replys from Oracle on this question. One said i have to open an SR with the EBS tech group if i have a patch question and i am not supposed to apply anything that is not in the 1594274.1. The other said, you can apply the superseded patch.
