Password file going into DB_UNKNOWN

I have created a Physical standby 12.1.0.2 database on RHEL 7. When copying the password file into ASM, the password file initially went to the DB_UNKNOWN directory as expected as the database was mounted but not opened. The command that was used was. Please note that even the use of "--dbuniquename" did not stop it from going into DB_UNKNOWN. The problem resides in the fact that, even when the database is open in read/write the password file is still going into DB_UNKNOWN. Any suggestions?
