How to handle patch conflicts?

EBS 12.2.3. Db 12.1.0.2

ETCC July 2020.

In analyzing patch 31307682: DATABASE PROACTIVE BUNDLE PATCH 12.1.0.2.200714 = July 2020 bundle patch from ETCC the following patches have conflicts. Please contact Oracle Support and get the merged patch of the patches : 19239846, 19472320, 29943372, 30678147, 31001106

The consultant that i had install these patches rolled back 19239846, 19472320, 29943372, 30678147 then applied 31001106.

He then applied 2 of the rolled back patches ,19239846 & 19472320  along with a few others.

Is this the right thing to do? I asked him for the note that said to do that instead of request a merge patch. He hasn't delivered it yet. But I seem to think i saw something that said to do that too.
