Can OEM 13.3 run with a 19.7 OMR DB if capatibility is set to 12.2.0.1?

I reviewed the certification matrix for OEM OMS 13.2 and see that the highest certified version of the database repository is 12.2.0.1. Can we run 13.2 OMS on a 19.7 OMR with captibiltiy set to 12.2.0.1?
