Patched Framework 31189388 and ATG.PF.C.delta.8 on 12.2 and Excel interfaces broken

We are on EBS 12.2.6. About a week ago I applied HRMS RUP14 patches to production along with Weblogic, FMW, ATG.PF.C.delta.8 and Framework bundle patch 31189388 as they were all required for the HRMS patching. Staff ran their regular payroll processes in a test instance but it wasn't until we migrated the patches to production that various staff reported issues with Excel integration to EBS. Another staff member posted an SR where staff in GL were trying to upload budget adjustments and received an error. That SR indicated it might be an ATG issue and directed staff to change the site profile option "BNE: Enable OOXML Standard" from Yes to No, which seemed to resolve their issue.
