Oregon WBF for both Employer and Employee Tax

We are trying to set up this tax in Peoplesoft and it is only coming in with 1 tax class that shows .011 together for employer and employee.  It should be 2 separate taxes for .011 each.  Anyone have info on getting this to be 2 separate taxes on the set up table?
