Oracle Forms RAD on OUD possible?

Oracle forms 12.2.1.4, OUD 12.2.1.4. I configured SSO, it works on a single file. But when I tried forms, it gives me FRM-93302 error. formsapp-diagnostic.log shows FRM-93302, plus something like

 Unable to Create orclApplicationCommonName=formsappa26-be1e-17a78a20f94a,cn=Forms,cn=Products, cn=OracleContext in myhost 1389. Requested privilege UserProxyPrivilege could not be found. Base Exception javax.naming.NameNotFoundException: [LDAP: error code 32 - The entry cn=UserProxyPrivilege,cn=Groups,cn=OracleContext specified as the search base does not exist in the Directory Server]; remaining name 'cn=UserProxyPrivilege, cn=Groups,cn=OracleContext'[[

Then in OUD, I could not find anything like cn=Forms,cn=Products, cn=OracleContext .
