What License does SPATIAL_VECTOR_ACCELERATION need?

Hi,

According to the Oracle Spatial and Graph Developer's Guide, SPATIAL_VECTOR_ACCELERATION Parameter needs some sort of license

- This feature and associated system parameter are authorized for use only by licensed Oracle Spatial and Graph users, and the default value for the parameter is FALSE. -

What license is this referring to?
