The October 2020 Patch for Oracle 19, in particular, the combo patch as documented in Doc ID 2694898.1 link does not work or patch 31720396 is not found:

"Combo OJVM Release Update 19.9.0.0.201020 and Database Release Update 19.9.0.0.201020 Patch 31720396 for UNIX"

Is there a reason for this as last week I managed to download it

Should I apply that patch which I downloaded last week for Oracle 19?
