is anyone seeing a hard error returned using SCC_SC_CHECKOUT_R_POST or validate IB message?

this is in Campus solutions 9.2 and tools 8.56. when we call these 2 IB messages to validate classes or enroll we are getting intermittent errors - cant complete and returns a 500 error
