Table fragmentation dilemma.

Attached are the scripts and output that i am using.

I am bit puzzled with the STG and STG_TMP results. Investigating whether the STG has fragmentation and STG_TMP was created as create table ... as select from STG. I see there are more unused blocks in STG_TMP and not in STG. How is that ? When the table is created should'nt all the free blocks be gone and released?
