Internal Order Quantity allowed to Modify and How to restrict

We have make the Internal Requisition for the item X for 100 EA.

The Requisition is import to order with same item X and 100 EA.

System allowed to increase and reduce the order qty and the same has been updated in the internal requisition.

This will cause deviation and How to restrict to user modify the order quantity any profile available to restrict?

Anybody have idea share the same to us.
