Error occurs while tiring to load the assignment history data via HDL .[JBO-26092]

Hi

while i'm trying to load the assignment data to HCM via a HDL following error occurs.

"JBO-26092: Failed to lock the record in table HRC_DL_LOGICAL_LINES with key oracle.jbo.Key[100000639947192 ], another user holds the lock."

it loaded successfully when I reload the same HDL without any change .

I want to know why this error happen ? . what is the reason behind that
