Zero amount order needs to put on hold

i need to do one standard configuration like

>>whenever if we create any Sales order with zero amount , System will put that order on specific hold.

So in this case , what will the setup configuration require ?

Another question is : can we restrict to create any Sales order with zero amount via standard process?
