Can we control whihc users get fluid pages?

We currently have our system running on classic only. We are in the process of rolling out the Fluid version only on tablets and phones and we have tested that this is possible through the selection of default format on Tablets under PeopleTools, Personalizations.

Is it possible to control this at the user/ role level as to who sees fluid and who see classic pages?
