Pro*C installed and was working, Now typing "proc" at the command line. returns with a new prompt.

in Precompilers and OCI (MOSC) Question

I installed Oracle 12c client Pro*C pre-compiler and it was working correctly. Now, if I enter just "proc" it returns with a new command prompt. Typing "proc" at the command line normally returns the "help" message and options. I reran the install and still no change. the environment is correct for the install with the proper settings for the Oracle Client. It seems like there is a permissions error or a directory missing. SQL/Plus runs without problem. sqlldr also does not run.
