Does WLS need to be down to apply? Do we need to restart WLS afterward?

Having skimmed "Introduction to Zero Downtime (ZDT) Patching for Oracle Fusion Middleware / WebLogic Server (Doc ID 1942159.1)", it would appear that WLS should be down before the "opatch apply". Could you please add an explicit indication of whether or not that is necessary in each readme's installation instructions?
