Report: General Ledger Account Balances Across Ledgers Ledger1 & Ledger2 Parameters

I'm trying to run the General Ledger Account Balances Across Ledgers report and the first 2 required parameters are Ledger1 & Ledger2. Ledger1 would be the Primary Ledger and Ledger2 should be the Secondary Ledger. Ledger1 and Ledger2 are both populating with the Primary Ledger, wherein Ledger2 should populate with the Secondary Ledger.

Question: How do I get the Secondary Ledger to be available in the LOV for the Ledger2 parameter?
