Database creation Limitations

One of my germany client said that they can create n number of dB (traditional) but in india Oracle sales person do not want to allow to create more than 1 traditional dB neither we can create more than 1 container dB in Oracle Standard Edition. Different Sales Person saying different thing that one said not more than 1 traditional dB and another saying if need more than 1 traditional dB then create different home. Can anyone help me give the correct answer on this.?
