OS and E1 tools upgrade

Current E1 Application: 9.1.2 , E1 Tools Release: 9.1.4.7, AS400 V7R1

my company will be having OS upgraded on one weekend and TR upgrade on the next weekend.

we are planning to have the upgrades be done over-night and then allow the users to use the E1 during the day (while a Full Package is built) and then deploy the Full Package at the end of the day (when all users are off the system).

1) after an AS400 OS upgrade, can users login and user's system (with low amount of table updates) or should they only use E1 after a Full Package has been deployed (so that the integrity of E1 is not affected adversely)
