How to create flow job using API

Does anyone know how I can create Flow job using Oracle standard API?

In one of the SR, Oracle has provided me API MRP_Flow_Schedule_PUB.Process_Flow_Schedule which we can use to create Flow schedule. It is returring status S but job is not getting created.
