Is it possible to install Primavera P6 EPPM v. 20 on premise?

Hi there! My company have Primavera P6 EPPM v. 16 R2 installed. I want to upgrade to version P6 20.

Is it possible to install it as a regular on premise application, using my company Weblogic and database server? Or version 20 is available only on Oracle Cloud?

If it's possible, is there any limitation? Is there a feature or software that's available only on cloud?
