Missing responsibilities in all the users including SYSADMIN in R12.1.3

Hello,

I have 4 node application (R12.1.3) with 3 nod RAC database ( 12.1.0.2) non prod env which is cloned from prod ( similar architecture)

after cloning i am not able to see responsibilities of any user including sysadmin but direct forms login shows all the responsibilities

How To Run The Workflow Directory Services Concurrent Program From The SQLplus Prompt [1213304.1]

After Upgrade to 12.1.3, "There are no active responsibilities available for this user" Error is Received after logging [1511839.1]

regernerated Jar file and recomipled JSP's

removed cache manually from

        $OA_HTML/cabo/images/cache/*

        $OA_HTML/cabo/styles/cache/*

i am running out of ideas , if someone has faced similar issue , any input will be appreciated
