Starting Obsever for FSFO - message appears stating Enabled in Potential Data Loss

Recently have noticed on enablement of FSFO Observer process - the accompanying message

Fast-Start Failover: Enabled in Potential Data Loss Mode

Our configuration is in Max Availability mode and there is no lag and no errors. The database aligns to the broker information - therefore the message I deem should be Enabled in Zero Data Loss Mode - should it not?

What and why is causing the above? Not much info relating to 19c - but I have seen more of this on 20c examples but again no clarification of the message.
