How to update Annual Performance review launch date

We have a requirement to change Annual Performance review date as 15-NOV-2020 for the Annual Performance Plan (already published).And they do not want any notification for employees from oracle system after this change.

It would be helpful if anyone can suggest how can we achieve this?
