Uniqueness of Inventory Locators

Hi. I'm looking for some guidance related to the uniqueness of Inventory Locators in EBS / Oracle Inventory. My expectation was that the combination of Primary Area+L1 thru L5 would be unique within a Sub Inventory but am finding that they are unique within the Inventory Organization. This means that two sub inventories cannot have the same primary area+L1 thru L5 combination. This would seem to violate the use of sub inventories as logical segregations rather than physical. For example I want to "move" an item from "Sales" to "Quarantine" without physically moving it. As a workaround we're prefixing the
