You cannot inactivate this bill-to site purpose because at least one ship-to site - Error

When I try to remove the bill to from the site address. I get an error. “You cannot inactivate this bill-to site purpose because at least one ship-to site, for this customer account or related customer accounts, has this bill-to site as the billing address”

Bill to site is enabled for only one site number but still im unable to delete it and get this error message. Can you please help me to know the cause and solution.
