fs_clone fails on 2nd node after Jan 2020 ETCC patches

in Install, Upgrade, Clone, Patch - EBS (MOSC) Question

12.2.3 AD&TXK10 2 apps tiers shared fs

db 12.1.0.2 2 node rac on Linux 6

Here is the error listed under:adop/119/20201105_210625/fs_clone/orar12app02/TXK_SYNC_migrate/ohsConfig_apply/ohsT2PApply/CLONE2020-11-06_00-43-43_329256482.error

This port is not free on the primary node , fs_clone completed there. THe port is also not free on UAT where the same patches were applied. fs_clone completed there too. Am i missing a patch?
