What version of Vertex Use tax is supported for EBS 12.1.3 and patches needed for upgrade

Two questions. Where can I find the document that shows me what versions of Vertex can be used with EBS 12.1.3 and second, where do I determine what patches (if any) need to be applied for the higher version. We are at Vertex v6 and we are upgrading to Vertex V9
