RMAN backup base duplication / TSM / Catalog

Hello,

We have a user who wants to do RMAN backup base duplication from non-AWS into AWS environment. All backups resides on non-AWS environment. We are trying to research -

1. Can A user account in catalog be restricted to use one specific database backups? 

2. Can a catalog user account be restricted on time / resource basis? In other words, this user account can only perform Duplicate between 10 am to 4 am. 

3. Can a catalog user be READONLY ?


Any help is greatly appreciated.
