User Management Missing From SYSADMIN

Hi experts!

Strange one here. Running EBS 12.1.3 and the User Management menu is missing from SYSADMIN. The SYSADMIN user has the Security Admin role assigned and the menu is present in QA and DEV instances, which are clones, but not in Prod. It's not hidden and I don't see an exclusion.

Anyone have any thoughts?
