Stocking Type U - Availability Checking Option in P4210 Processing Options

Hello Team,

Case 1: Created sales order for an item having stocking type 'U' - Availability checking set to '1' in processing option of P4210 (Commitment tab) - Order got cancelled.

Case 2: Created sales order for an item having stocking type 'U' - Availability checking set to '2' in processing option of P4210 (Commitment tab) - Order created successfully.

Is this standard functionality or its a bug in the system? We are on 8.12 system.
