For a PO Match Invoice, will the Tax line reduce the funding on the PO?

We are using Vertex for tax calculations. It is connected to Payables, but not Purchasing. When the Tax line is created for a PO match invoice, should the tax amount be reducing the PO funding or should it process as a Non-PO line?
