How to have requisition created by a preparer on behalf of requester and have requester approves it?

We centralized requisition creation to a group of people to improve efficiency.

Is there a standard way to have a person prepare a requisition on behalf of requestor AND get his approval?

For example, an administrative assistant (X) creates a requisition for a director(D). Upon submission, it would automatically direct it for approval to requestor, director(D).

I have in mind iExpense delegation function which allows an administrative assistant (X) to create expense report on behalf of another person. In that case, administrative assistant(X) is added authority to create expense report for director (D). Upon submission, it sends an informative notification to director(D) and automatically continue for approval to next level.
