Hotkey only works from remote computer

I just upgraded everyone to TR 9.2.4.4 and Chrome yesterday.

Some users are reporting that they cannot use Ctrl + Alt + O hotkey. I have connected to their computers using VNC, and they can show me the issue, but if I try to hit the key combination it works. It seems very odd that it would work remotely, but not from their keyboard.

FYI: we were running TR 9.2.3.4, and using IE 11 last week.

I'm trying a new keyboards, any other suggestions?
