Data Guard Broker - Configuration and Relocation

We have inherited a 2 node 12cR2 RAC database with a stand alone physical standby

The data guard broker is configured on the primary database itself

We wanted to know if it would be possible for us to move the data guard broker outside of those 2 databases onto a stand alone server? Is there a licensing requirement for configuring a data guard broker ? We believe all we would need on that broker machine would be to install oracle client and hence we will not need any database licensing but just wanted to make sure of that

Again, all we are trying to do is to configure a stand alone machine that will only serve the purpose of data guard broker / an interface from where we can manage the standby and execute any switch over / fail over tasks
