Bizarre - Database losing Listener Registration during ODA patching prep

I've seen this before and put it down to a glitch but I seem to be experiencing it more frequently now and would like to understand what is happening.

I am preparing to upgrade an ODA X6-2L from 18.8 to 19.6 and something during the OS pre-patch report is changing a database spfile parameter.

This is the timeline of events :

/opt/oracle/dcs/bin/odacli create-prepatchreport -v 19.6.0.0.0 -os

This runs through fine

However, I then notice one of my databases is not accepting connections as the listener doesn't know about it.

A "lsnrctl services" doesn't show one of my databases but others are listed fine.
