APEX 20.2 w ORDS 20.3 against RDBMS 19.8 ORDS unable to connect

In preparation for upgrading from APEX 5.1 using EPG to APEX 20 I need to use ORDS.

As a test I have installed APEX 20.2 and ORDS 20.3 on a test DB on RDBMS 19.8.

I believe I have followed the installation instructions for APEX and ORDS but I cannot get access to APEX. From the browser I get:

503 Service Unavailable

and: "ORDS was unable to make a connection to the database. This can occur if the database is unavailable, the maximum number of sessions has been reached or the pool is not correctly configured. The connection pool named: |apex|| had the following error(s): oracle.jdbc.pool.OracleConnectionBuilderImpl.user(Ljava/lang/String;)Loracle/jdbc/internal/AbstractConnectionBuilder; "
