Forms 10g - running locally is not "stable"

When I run any fmb locally from Forms Builder (Ctrl-R) its always a great unknown if the form will start up. Most of the times it just opens IE, shows a big grey rectangle for the applet then shows "Oracle Application Server Forms Services" splash logo and then hangs forever. for my last 4 run tries, first 3 sections named "BAD" are the ones when IE hangs during startup of the form and the last one is succesfull one when the form started fine in the browser. But it gives me no clue about the problem. Why does this happen or where can I find a log which will give me more information on whats going on?
