Agile 9.3.4 Administrator role - cannot modify Attributes

We have a new administrator in Agile 9.3.4. The role for the new administrator is created using Save-As from another administrator. The new administrator cannot modify the information on the Attributes except from the Visible field. It works fine for the existing administrator and the new administrator can do all other kind of adm tasks. Do you know what can be wrong/missing in the setup for the new administrator?
