Signon Password Custom profile option

We need to update the password complexity, but the available profile options do not allow for us to require, uppercase, lowercase, number and special character. we need 3 of the 4 to be compliant with our standard.  has anyone used the Signon Password Custom profile option to update complexity. if so what is the recommended course of action? is this something we can do not while still onPrem or does it need to wait until we migrate EBS to the Cloud in 2021?
